For a couple of decades, the city has used federal funds from the Community Development Block Grant program to demolish dilapidated houses. Despite 100 years of court rulings that the city has to pay the owner for the demolition, the city has refused to do so until the court ruled against the city in Vaughn v. City of Muskogee where, after a 15 year trial, the city had to pay the Vaughn's $6.1 million. According to their own records, the city has torn down more than 900 houses without due process of law or just compensation as required by the Fifth Amendment to the U.S. Consitution. The city council, for years, has heen informed about these illegal demolitions and has done nothing to stop it.
